## <a id="introduction"></a>Introduction to Hugo Insurance

[Hugo Insurance](https://www.withhugo.com/) is a legitimate car insurance company that started offering policies in 2020, launching in Illinois before they expanded into 14 more states. [Founded in 2016 and headquartered in West Hollywood, California](https://www.withhugo.com/about), Hugo claims to be "the world's first on-demand liability insurance" and provides proof of insurance in 6 minutes or less.

Hugo ads focus on how affordable they are and that you can complete a normally arduous insurance transaction quickly and get basic liability coverage in minutes. The company has [raised $21 million in venture funding from firms including Inspired Capital, Village Capital, Canaan Partners, Clocktower Ventures, and Core Innovation Capital](https://www.pitchbook.com/profiles/company/183145-60), according to PitchBook data.

**How is Hugo Insurance different from traditional auto insurance?**\
Hugo provides micropayments without down payments. Traditional insurance companies require you to pay a larger down payment if you want to make monthly payments and the smallest available payment is usually monthly, not weekly or daily. Hugo customers can start their policy by paying for only three or seven days worth of coverage (depending on their state), and can choose to pay every three days, weekly, biweekly, or monthly.

In the past, Hugo also offered on-demand coverage through their "Flex" plan. This "revolutionary on-demand model" allowed Hugo drivers to turn their coverage on and off online, and only pay premiums when they actually needed insurance. [As of March 2025, Flex plans are no longer available on Hugo's website in any state](https://withhugo.zendesk.com/hc/en-us/articles/4404633383316-What-kind-of-car-insurance-policy-does-Hugo-offer).

## <a id="typesof"></a>What kind of car insurance does Hugo offer?

Hugo insurance advertises two car insurance plans on their website, [Unlimited Basic and Unlimited Full](https://www.withhugo.com/plans), although only Basic plans are currently available for purchase.

**What is included in Hugo's Unlimited Basic Plan?**

* Minimum state liability requirements
* Medical Coverage and Accidental Death Coverage
* No down payment, except for a minimum purchase of 3 or 7 days of insurance
* Micropayment options, including 3-day, weekly, every two week, and monthly payment plans.
* Auto Reload - the option to autopay without additional fees
* Coverage Extension, which allows you to extend your coverage for a certain number of days without extra fees or interest if you need extra time to pay.

Hugo Insurance operates as an insurance broker and managing general agent rather than a carrier. [Hugo Insurance Exchange (HEX), a reciprocal insurance company founded in 2024 and owned entirely by policyholders, handles underwriting alongside partner carriers like First Acceptance](https://www.withhugo.com/hex).

[According to ConsumerAffairs, Hugo does not offer comprehensive, collision, roadside assistance, towing, or rental coverage](https://www.consumeraffairs.com/insurance/hugo-insurance.html). Hugo also does not provide coverage for gig workers in ridesharing or food delivery, and drivers must drive less than 36,000 miles per year to qualify.

| Coverage Type | Hugo Basic | Hugo Full | Traditional Carriers |
|--------------|-----------|-----------|---------------------|
| Liability | Yes | Yes | Yes |

| Comprehensive | No | Yes | Yes |
| Collision | No | Yes | Yes |
| Rental Reimbursement | No | Yes | Yes |
| Roadside Assistance | No | No | Yes |

Hugo Insurance is an online, direct-to-consumer insurance company. Unlike insurance companies that ask you to call or speak with insurance agents to purchase a policy, customers in eligible states can go directly to Hugo's [online quoting site](https://app.withhugo.com/quote), create an account, and purchase their policy, all online.

After joining, Hugo insurance members can manage their policy online. Customers can make payments, modify their policy, and access policy documents/proof of insurance — all online. Hugo Insurance also does not mail paper insurance cards to drivers, which means their customers access these cards online or print them out if paper cards are required.

## <a id="howdoesitwork"></a>How does Hugo Insurance work?

**Enter your information:** Hugo's website promises that you can create an account and select your policy in 2 minutes or less. We found that their form was easy to fill out, and required basic information such as driver's license numbers, address, and auto information (make/model/year, VIN). Hugo Insurance also asks for but does not require a social security number (SSN). While you can purchase a policy without this information, Hugo warns that your rates can decrease if you provide a SSN.

**Select your policy:** Unlike traditional insurance companies that allow you to purchase a variety of insurance coverages depending on your needs, Hugo Insurance has limited options. Hugo primarily focuses on minimum liability insurance, which is determined by [your state's requirements](/insurance-types/minimum-car-insurance-requirements), and they do not offer comprehensive or collision coverage. While Hugo does offer different coverage options in some states, they don't provide the same options as most traditional insurance companies. This makes checkout fast but also limits your ability to buy more effective protection or lower your rates by purchasing higher deductibles.

**Pay for your policy:** Hugo customers can choose one of five payment options: every three days, every week, every two weeks, every month, or every six months. Hugo then loads your payment into your account and withdraws payment daily. Users can manually add more money to their accounts or turn on Auto Reload to keep up with regular payments. Hugo users can also withdraw funds from their account if they haven't been used, and replace them later. If their account is empty, Hugo also allows drivers to temporarily extend their coverage with "Coverage Extension". During that time, a policy stays active until the extension period has passed and customers aren't charged additional interest or fees for a late payment.

**Is Hugo Insurance Still "On-Demand?"**

In the past, Hugo offered an on-demand car insurance model called a "Flex plan" in limited states. According to their website, you could "turn on your insurance when you need it, save money when you don't." **This plan is no longer available in any state, and is not mentioned on Hugo's website.**

[Hugo Basic Unlimited Plans, however, are designed to remain on](https://withhugo.zendesk.com/hc/en-us/articles/4413571749396-Why-did-my-daily-rate-increase). Turning coverage off without enrolling in another policy results in Hugo notifying your state DMV of a lapse, sometimes within 24 hours. While Hugo holds your rate constant for the next three days, after that period they're legally required to add a reinstatement and/or cancellation fee to your rate. In most states, Hugo is legally required to re-rate your policy after 10 days — which can significantly increase your costs. Any lapse in coverage can also impact your rates at other insurance companies and some companies can even deny you coverage.

## <a id="buyhugo"></a>Should I Buy Hugo Insurance?

Hugo insurance is a legitimate car insurance company that provides real policies, but it's not for everyone. Hugo describes itself as an affordable alternative for drivers who need flexibility in their budget, such as drivers who need immediate coverage, or smaller payments over shorter pay periods. **If you live in a state where Hugo insurance is offered, you need a lower liability-only policy quickly, and you'd benefit from micropayments — Hugo Insurance can be a unique solution.**

Hugo insurance is not, however, for drivers who need comprehensive and collision coverage — which might be required if you have a lease or a car loan. Hugo Insurance is also not for drivers who don't want to manage their insurance constantly. While it's possible to pre-pay for longer periods of insurance at a time, using Hugo makes managing your insurance and insurance payments a regular task — particularly if you're trying to take advantage of pricing and micropayments. We also don't recommend Hugo for drivers who have high net worth, as it offers lower liability coverages, which can put your assets at risk if you're in a crash with injuries.

## <a id="faq"></a>Frequently Asked Questions

### Is Hugo Insurance a real insurance company?

Hugo Insurance is a legitimate insurance company that offers auto insurance in 15 states, with innovative payment plans and same-day insurance coverage. Hugo operates as an insurance broker and managing general agent, with policies underwritten by partner carriers including First Acceptance and Hugo Insurance Exchange.

### Why is Hugo Insurance so cheap?

Hugo Insurance might be the cheapest option for you, particularly if you only need liability coverage and want to pay a lower up front cost. Some Hugo customers report that Hugo is not their cheapest option long-term, but it provides cheaper payment options as customers can pay as few as three days a time instead of a monthly payment.

### Is Hugo car insurance worth it?

If you need immediate coverage, don't need comprehensive and collision coverage, and want micropayments for your policy — Hugo Insurance could be worth it for you. Hugo Insurance isn't worth it if you're interested in turning your coverage on and off, and don't live in a state where Flex plans are offered. Using Hugo's On/Off feature when you're on a Basic Unlimited plan can lead to increased rates, fees, and even a canceled registration if you're not carefully managing your policy. Hugo insurance also might be more expensive for you than other car insurance companies. We recommend comparing prices from multiple companies before buying and making sure Hugo offers the right insurance policy for your needs.

### What financial strength rating does Hugo Insurance have?

Hugo Insurance itself does not have an A.M. Best rating because it operates as a broker rather than a carrier. Policies are underwritten by Aspire General Insurance Company, which has a B+ (Good) financial strength rating from A.M. Best and an A+ rating from the Better Business Bureau [(A.M. Best, "Aspire General Insurance Company Financial Strength Rating", 2023)](https://www.ambest.com/ratings/aspire-general-insurance-company) [(BBB, "Aspire General Insurance Company", 2023)](https://www.bbb.org/us/ca/sacramento/profile/insurance-company/aspire-general-insurance-company).

### Does Hugo Insurance offer coverage for rideshare or delivery drivers?

No. [According to ConsumerAffairs, Hugo does not provide coverage for gig workers in ridesharing or food delivery](https://www.consumeraffairs.com/insurance/hugo-insurance.html). Drivers must also drive less than 36,000 miles per year to qualify for a Hugo policy.
